Position Summary:
The Human Resource Technician is responsible for ensuring the accuracy, legality, and compliance of payroll and pension transactions within a centralized office. This role involves conducting pre-audits of payroll-related documents, maintaining and updating payroll and pension data, and ensuring proper authorization for all payments and deductions. The technician also supports the preparation of tax documents, assists with year-end payroll activities, and contributes to process improvement efforts to enhance efficiency, accuracy, and compliance with state and federal regulations.
Key Responsibilities:
- Conduct pre-audits of payroll vouchers, adjustment vouchers, state payrolls, and pension payrolls to verify accuracy, legality, and compliance with federal and state policies.
- Review and validate personnel and pension action forms, payroll vouchers, and deductions to ensure correct authorization and payment processing.
- Update and maintain payroll and pension data within state systems, ensuring timely and accurate entries.
- Identify and correct payroll and pension errors, update records accordingly, and communicate with departments regarding corrections and proper processing procedures.
- Verify that all department financial transactions comply with applicable laws, regulations, contracts, and internal policies.
- Assist in preparing periodic and annual employer tax returns and wage statements (W-2s), including issuing corrected or duplicate forms as needed.
- Review and analyze business processes to identify opportunities for increased efficiency, accuracy, and compliance.
Required Skills:
- Proven experience in payroll processing, auditing, or a similar administrative role.
- Proficiency in payroll software and the Microsoft Office Suite (Excel, Word, Outlook).
- Excellent written and verbal communication skills for collaborating with departments and ensuring accurate form processing.
- Strong attention to detail and commitment to maintaining data accuracy and compliance.

- Exceptional organizational skills to manage multiple priorities and meet tight deadlines, especially during tax reporting and year-end processes.
- Ability to evaluate and improve existing payroll and auditing procedures for greater efficiency.
Education:
- Associate’s Degree in Human Resources, Finance, Business Administration, or a related field.
