Summary of Duties:
The Financial Associate is responsible for examining and analyzing accounting records, financial statements, and reports to ensure accuracy, completeness, and compliance with regulatory and procedural standards. This role requires experience with complex reconciliations, payroll processing, financial systems, and debt collections. The ideal candidate will demonstrate strong attention to detail, problem-solving skills, and the ability to work independently within a government or public service environment.

Job Duties:
Financial Records & Reporting:
  • Examines and analyzes accounting records and financial reports for accuracy and compliance
  •  
  • Conducts complex reconciliations (e.g., MBE/EDGE, Medicaid, payment card thresholds)
  •  
  • Determines proper coding for financial transactions
  •  
  • Develops forms and manuals for accounting procedures
  •  
  • Researches transaction errors and resolves independently
  •  
  • Administers custodial, client, independent, or inmate accounts outside of TOS
  •  
  • Reviews questionable or unauthorized payment card activity
  •  
  • Monitors and analyzes outstanding accounts receivable (A/R)
  •  
  • Reviews expenditures to ensure compliance with Plan of Allocation (POA)
  •  
  • Monitors Corrective Action Plans (CAP) for auditors

Payroll Activities:
  • Reconciles complex leave information (e.g., military, disability, workers’ comp) in OAKS or agency systems
  •  
  • Processes off-cycle manual paychecks

Other Accounting Duties:
  • Determines amounts for daily cash draws
  •  
  • Closes out fiscal allocations at year-end
  •  
  • Calculates service charges
  •  
  • Performs debt collection duties: sends notices, establishes payment schedules, certifies unpaid invoices to Attorney General’s Office (AGO)

Major Worker Characteristics:
  • Knowledge of accounting principles, fiscal operations, and applicable laws/regulations
  •  
  • Familiarity with ERP systems such as OAKS FIN or other federal systems
  •  
  • Experience with budgeting, purchasing, and financial compliance
  •  
  • Proficient in using calculators, spreadsheets, databases, word processing, and business intelligence tools (e.g., OAKS BI)
  •  
  • Strong analytical, organizational, and communication skills
  •  
  • Ability to handle sensitive data and resolve problems independently


Minimum Class Qualifications for Employment:
  • Completion of undergraduate core program in business administration, accounting, finance, or related field AND
  • 6 months of experience or training in accounting/finance, including intermediate spreadsheet proficiency


OR
  • 30 months of accounting/finance experience or training, including intermediate spreadsheet proficiency


OR
  • 12 months of experience as a Financial Associate (classification 66561)


OR
  • Equivalent combination of education and experience as listed above
